What would a cyberwar look like between India and China?

China's best and brightest work for China.
India's best and brightest work for Silicon Valley.

But random rolling blackouts in India prevent hackers from extracting information from target networks. Also, many systems and infrastructure are not connected to the internet, or even computerized.

India wins ;)
